Fishermen’s Energy is led by a strong management team that developed a deep understanding of offshore wind issues and has experience in both the power and marine sectors. The team members have collectively participated in thousands of megawatts of installed capacity amounting to billions of dollars of investment. Both the management team and the fishermen sponsors are backed by decades of marine knowledge and skills, including:
- Comprehensive knowledge of the sea-bottom;
- Experience handling heavy machinery in high winds and in rough seas;
- Control of key upland assembly docks, boats and key water access; and
- Dedicated, experienced, conscientious employees who make their living at sea already.
CHRIS WISSEMANN, CHIEF EXECUTIVE OFFICER
Chris has served as Chief Executive Officer of Fishermen’s Energy since 2012. Mr. Wissemann has dedicated the last 10 years to developing offshore wind projects. Starting in 2005, Mr. Wissemann was a founder of Deepwater Wind. At Fishermen’s Energy, he has guided development of the Atlantic City Demonstration project and successfully competed for $50 million in Department of Energy funding. Mr. Wissemann has also reconfigured the project to utilize industry proven turbines and guided the company through the complex regulatory proceedings and court cases in quest of a first of its kind 20-year power offtake agreement in the form of an “OREC” or Offshore Renewable Energy Certificate for the Atlantic City project.
Mr. Wissemann’s experience includes developing, building and financing cogeneration plants for commercial and industrial facilities with Northern Power, Real Energy and Turner Power Systems; developing, building and financing large scale energy services contracts at Enersave and Enron Energy Services; and energy consulting at Energy Investment.
Mr. Wissemann has an engineering degree from Brown University.
PAUL J. GALLAGHER, SR., CHIEF OPERATING OFFICER/GENERAL COUNSEL
Paul J. Gallagher, Sr. joined Fishermen's in 2007 and is Chief Operating Officer and General Counsel of Fishermen's Energy. He previously served as Vice President and General Counsel at the Atlantic County Utilities Authority from 2000-2012, where he was the Project Manager for the Jersey Atlantic Wind Farm, the first coastal, urban wind farm in New Jersey. Prior to joining the ACUA, he served as County Counsel for Atlantic County from 1995 to 2000 and prior to that he was the City Solicitor for Atlantic City from 1990-1995. Mr. Gallagher, who served as President of the Atlantic County Bar Association in 2003-2004, has practiced Law in Atlantic County over thirty years. He presently serves as a Trustee of the New Jersey State Bar Association, as a Vice President of the Greater Atlantic City Chamber and as a Director of English Creek Associates located in Hamilton, Bermuda. A 1982 graduate of Boston College Law School, he also holds an MBA from Clark University in Worcester, Massachusetts and a Bachelors Degree from Duquesne University in Pittsburgh, Pennsylvania.
WILLIAM SHORE, CFO/TREASURER
Mr. Shore has extensive experience in the origination, structuring, negotiation, and closing of financings and investments in renewable and conventional energy including debt, equity, mezzanine, and tax equity (leasing and partnerships). Mr. Shore has closed more than 80 transactions valued at over $18 billion. Mr. Shore was a founding member of Abatis Capital, LLC and was Managing Director and Head of Debt Capital Markets for AllCapital (US) LLC, the U.S. subsidiary of the ASX-listed private equity investment firm Allco Finance Group.
Mr. Shore created and managed the team that raised debt and tax equity financing for Allco Finance Group’s acquisitions and investments in energy infrastructure, transportation, and real estate in North America, including acquisition financing for the $1.6 billion Consolidated Edison power generation portfolio and tax equity financing for AllCapital Wind.
Mr. Shore is a graduate of the Wharton School of the University of Pennsylvania, where he received an MBA in Finance and a BS summa cum laude in Finance and Accounting.
STANLEY WHITE, P.E., D.CE, D.PE, PROGRAM DIRECTOR
Mr. White joined the Fishermen’s team after a 30 year career as President of Ocean and Coastal Consultants, Inc. and COWI USA, Inc. Mr. White holds two advanced degrees from MIT in Civil/Coastal Engineering and a BS in Structural Engineering from Union College. Mr. White’s experience ranges form the fabrication and installation of oil and gas platforms, planning and design of port facilities and the planning and design of coastal defenses. Mr. White has been involved in the offshore wind industry since 2005 in planning and design capacities. Mr. White is the Past-President of the ASCE Coasts, Oceans, Ports, and Rivers Institute. Mr. White currently is the Vice Chairman of the international PIANC Working Group 159 that is developing guidelines for incorporating renewables within port facilities.
Mr. White’s primary responsibility of the overall management of the USDOE grant, overseeing all technical aspects of the project and has technical review of regulatory submittals.
TIMOTHY AXELSSON, PROJECT DIRECTOR
Mr. Axelsson grew up working in a family owned commercial fish business in Cape May. He is providing technical supervision and project management for the development, planning, engineering, procurement, construction, and commissioning of offshore wind projects for Fishermen's Energy. Mr. Axelsson brings a diverse background and experience in marine operations in industries such as Offshore Oil & Gas Exploration, Subsea Intervention, and Submarine Cable Laying. He has worked as Master onboard technically sophisticated ships, such as offshore construction vessels, and as vessel operations manager for a fleet of cable laying vessels. Prior to Fishermen’s Energy he worked for 3UTechnologies and successfully executed and delivered international EPC submarine cable projects. Mr. Axelsson attended the SUNY Maritime College at Fort Schuyler and graduated in 1982 with a Bachelor of Engineering in Electrical Engineering and a US Third Mate license. Subsequent to joining Fishermen’s Energy he attended the Rutgers University Camden School of Business and attained a graduate MBA degree in 2014. He is a member of the Project Management Institute and holds a Project Management Professional certificate. He also holds a US Master Unlimited license and is qualified to hold the position of Master in the US Merchant Marine. He was Honorably Discharged as a Lieutenant Commander in the US Naval Reserve in 1996 and is an active member of the Marine Technology Society.
STEPHEN O'MALLEY, ENVIRONMENTAL DIRECTOR
Mr. O’Malley is a civil engineer and oceanographer with over 20 years of experience designing, installing and servicing marine and weather data acquisition systems in estuarine, coastal and deepwater locations worldwide. His areas of expertise include physical oceanographic and meteorological measurements, design, integration and installation of real-time monitoring systems, field operations design and management, advanced applications of current measurement systems, bathymetric, side scan sonar and sub-bottom surveying, and oceanographic data processing and analysis.
Mr. O'Malley earned is Bachelors of Science in Civil and Environmental Engineering from the University of Massachusetts. He is a member of the American Association of Civil Engineers, and the American Association of Underwater Scientists.
